This is a rather specific question... is the main deck actually effectively composed of only 40 cards? (four of each number) In other words, the more 3s are on the board, the less likely there is to be another 3? Or are they just generated at random and there can possibly be five of a number (of green cards) in a single round? I'm asking for this version of Pazaak specifically, not what may have been the case with KOTOR 1 or 2.

Hello,

yes, the main deck consists of 40 cards: 1-10, 4 times each.
So, if a 1 is drawn 4 times, no 1s will be drawn anymore.

Are you sure the game itself actually functions this way? It would take a long time to replicate it but I think I remember more than four 1s or 2s or 3s before, once or twice.

In any case, the way you say that makes me wonder how it's done. Are you taking the number of remaining cards into consideration, or do you just reroll if it chooses one there's already four of? In other words, if there are only three cards on the board, two 1s and a 7, is the probability of getting a third one 2/37, or just 1/10 because there aren't already four of them?

Yes I am sure it works that way:
A deck of 40 cards is initialized as an array, then shuffled.
Then always the top card is popped of the stack.
Just like in a real card game ;)
No probabilities are needed.
